In the new era and with the establishment of the Islamic Republic system, the problem is, what should be done in the face of modern political concepts? It got much deeper. In the period after Naini, how did religious scholars deal with this issue? In this period, the most diligent religious scholar in facing modern political concepts is Imam Khomeini (RA), but how did he introduce these concepts into the semantic system of the Islamic tradition (intellectual-religious) during the years 1340 to 1360? Also, it is believed that the confrontation of the religious scholars of the mentioned period in localizing modern political concepts was done with the tool of ijtihad and in the form of religion, and Imam Khomeini's method in this framework is based on considering modern and traditional concepts to be the same in the form of (Similarity in shape) and knowing the difference between them is in the nature and he, like Asadabadi and Naini, has attempted to localize concepts in the framework of ijtihad and from the angle of Sharia.
