Despite the unprecedented successes of the Islamic Republic of Iran, there are still important problems and deficiencies, which raise the need for the transformation of the country's administrative fields. This research considers the statements of the Supreme Leader regarding the "revolutionary, rational and intellectual reconstruction of the administrative fields of the country" as the basis for moving towards this transformation and considers it as a model for achieving " "good governance" has assumed in the Islamic Republic of Iran.
This article first analyzed and deduced the principles and components of Good governance, and then searched for the grounds, quiddity and elements of the "revolutionary, rational and intellectual reconstruction of the country's administrative fields" in the statements of the supreme leader and formulated it. The study of this topic shows that the statement of the second step of the Islamic revolution provides the general context and framework for the reconstruction of the administrative fields, and finally, the Supreme Leader's speech at the first meeting of the members of the thirteenth government provides a clear formulation of this idea. This article, after describing this process, infers its conceptual framework. In the next step, the components of that idea from the perspective of the general principles of good governance and the component of "capacity-building government" was studied. The result shows that the idea of "revolutionary, rational and intellectual reconstruction of the administrative fields of the country" is very compatible with the general principles of Good governance and the component of the capacity-building government.
